Movers arriving from deregulated states look for an electricity plan to shop and can't find one. Because in Georgia there isn't one. Your electric utility is fixed by territory: an investor-owned utility across most cities, an EMC (electric membership co-op) across much of suburbia and everything rural, or a city-run system in a handful of towns. You sign up with whichever one holds your address, and that's the whole decision.
Natural gas is the reverse. The pipes utility owns the lines, connects the meter and answers leak calls, but it doesn't sell you the gas. You choose a licensed retail marketer, and that's who bills you each month. Two companies, one hookup: keep the delivery utility's emergency line saved even though a different name is on your bill. Competitor guides regularly get this backwards, and it's the single most useful thing to understand before a Georgia move.
For most Georgia city addresses it's the investor-owned utility that holds your territory, with electric membership co-ops (EMCs) covering huge swaths of the suburbs and countryside, and a few cities running their own municipal systems. The delivery utility that fixes leaks and connects meters, and the marketer that sends your bill. If you're new to the state, this is the part that surprises people most.
Often the county, not the city. A metro Atlanta address is as likely to be on a county water system as a city one, and consolidated governments like Columbus and Augusta blur the line entirely. It's the utility type that changes most often between neighboring addresses, so check yours specifically.
