At the addresses we sampled, yes. CPS Energy came back as both the electric and gas provider for most of the city, with a different gas utility appearing at a minority of addresses. Water and sewer are separate, through San Antonio Water System.
San Antonio Water System handled both water and sewer at every address in our sampling, so SAWS is the call for both kinds of emergency. Keep its number separate from CPS Energy's. They're different organizations.
Depends which side of JBSA you land on. Off-base rentals near Lackland or Fort Sam Houston are generally inside San Antonio proper, so expect CPS Energy for electric, and usually gas too, though about one in five addresses get gas from CenterPoint Energy instead, with San Antonio Water System covering water and sewer. The Randolph side is different: those suburbs sit outside the city limits, where providers shift, so run the lookup on your exact address before you report.
