Who Provides Utilities in Virginia?

Virginia Electric & Power Co — better known as Dominion Energy Virginia — is the electric utility across most of the state we've sampled: Virginia Beach, Chesapeake, Norfolk, Richmond, Newport News, Alexandria and Hampton all run on it. Roanoke is the outlier, served by Appalachian Power instead. Virginia has no retail electric market, so whichever utility holds your address is simply yours — no plan to shop for.

Dominion's reach — and where Appalachian Power takes over

Virginia Electric and Power Company, which does business as Dominion Energy Virginia, delivered electricity at every sampled address in Virginia Beach, Chesapeake, Norfolk, Richmond, Newport News, Alexandria and Hampton. That's the Tidewater/Hampton Roads region and the Richmond and Northern Virginia metro areas — most of the state's population. Roanoke, in the southwest, runs on Appalachian Power instead, a completely separate utility with its own rates and its own outage crews.

Virginia doesn't run a retail electricity market, so there's no shopping involved — the utility holding your address delivers the power and sends the bill directly. Richmond is also unusual in running its own municipal gas department (Richmond Department of Public Utilities) rather than buying from a private gas company. Water is handled by individual city systems our sampling doesn't yet have confident data on.
