No. California has no retail electric choice, so the utility that holds your address is simply the one you use, and across San Diego, that's SDG&E at every sampled address, for both electricity and gas. Your neighborhood may be auto-enrolled in San Diego Community Power for the generation portion, but SDG&E still runs the wires, handles delivery, and responds to outages no matter what.
At nearly all sampled addresses, water and sewer are both run by the City of San Diego through its own public utilities department. City-run service. A small number of addresses, mainly around Coronado, are served by California American Water instead. Because that boundary isn't obvious from the street, it's worth confirming your exact address with the lookup before you assume which one serves you.
